It is the designer’s responsibility to provide a working set of plans but plans are sold AS-IS. It is up to the consumer and the builder to decide if the home is suitable for the lot. If it is not, it is their responsibility to make the corrections or contact for modifications. Liability does not fall on the designer but instead on those who are building the home.
